Bill was born and raised in Rushville, Indiana.  Prior to taking a position with WAMPO, he worked for over 22 years as a transportation planner for the MPO in Omaha, Nebraska.  Prior to that he was a member of the United States Air Force stationed at the Strategic Air Command Headquarters at Offutt Air Force Base, Nebraska.  Bill has a Bachelor of Science degree in Political Science, with a minor in Business Administration, from Indiana State University.  He also has a Master of Science Degree in Urban Studies from the University of Nebraska at Omaha.  He is married to wife Judy and has two daughters, Allysia and Myriah.
