To combat the negative impacts of increasing roadway congestion, the Wichita Area Metropolitan Area Planning Organization (WAMPO) Transportation Policy Body (TPB) adopted the Congestion Management System (CMS) in February of 2005. The purpose of the CMS is to identify congested routes on the regional surface transportation network. The CMS also serves to determine the causes of congestion, identify strategies to optimize traffic operations and to improve regional air quality by decreasing mobile source emissions.
